The objective of the project is to increase reliability, redundancy and capacity of the electrical system at Southeast Water Pollution Control Plant (SEP) by upgrading the existing primary Hunters Point switchyard feed from 9 MW to 12 MW and obtaining a new 12 MW feed from the existing Potrero switchyard to provide redundancy for SEP facilities. In addition, eleven aging substations will be replaced and new power monitoring and protection system will be installed for additional reliability and efficiency. The work is to be performed in San Francisco, California. The contract will be awarded to the responsible Bidder submitting the lowest responsive bid.
Interested Bidders are encouraged to attend a pre-bid and contractor networking conference to be held at 750 Phelps Street, San Francisco, Southeast Water Pollution Control Plant, at 10:00 A.M., on March 4, 2020. Prime Bidder’s attendance at this conference is worth 15 points toward Chapter 14B “Good Faith Outreach” requirements. Bidders must achieve at least 80 points (out of a possible 100 points), as determined by CMD, to be deemed compliant with the “Good Faith Outreach” requirements, except those who exceed the above stated LBE subcontracting participation requirement by 35% under Section 14B.8(B) of the Administrative Code. A site inspection will be held after the pre-bid conference.
A Class “GENERAL ENGINEERING CONTRACTING (“A”)” California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
There will be no bid discounts for this contract. The LBE Subcontracting Participation Requirement is 8.00% and ONLY San Francisco (Local) Small & Micro-LBEs can be utilized to meet this requirement (Firms certified by SF Contract Monitoring Division). SFPUC-LBEs cannot be utilized to meet the 8.00% LBE Subcontracting Participation Requirement. The 8.00% LBE subcontracting participation requirement was established in consideration of the project involving medium-voltage (12 kilo-volt) electrical equipment for power distribution at SEP, a large industrial facilities. Installation, testing, and commissioning of the medium voltage system will require workers with specialized working knowledge and skill level, certified for medium voltage work. Subcontracting opportunities may include, but not limited, to the following major types of work: concrete, structural steel, plumbing, micro-piling and electrical. Please refer to Section 01 60 00 in the Specifications regarding the purchase of equipment to achieve the LBE subcontracting participation requirement.
This contract requires Bidder pre-qualification by the SFPUC. Only prime contractors who have successfully completed the pre-qualification process for the Contract No. WW-662R – Southeast Water Pollution Control Plant Power Feed and Primary Switchgear Upgrades Project, as posted at https://sfwater.org/bids/BidDetail.aspx?bidid=3226, will be allowed to submit bids for this contract.
The San Francisco Public Utilities Commission authorized the Water System Improvement Program Project Labor Agreement (“WSIP PLA”) to be extended to the Sewer System Improvement Program (“SSIP”) and the Auxiliary Water Supply System (“AWSS”) Pumping Station 2 project. The agreement to extend the WSIP PLA to all SSIP projects and the AWSS project is known as the Extension Agreement. This Project is covered by the WSIP PLA and Extension Agreement (collectively referred to as “PLA”). A copy of the PLA documents are included as Section 00 73 18.10 in the contract documents. Bidders are advised that the PLA is incorporated into and made a part of any contract awarded for this Project, subject to exceptions in the Extension Agreement.

A supplemental site walk for this project will be conducted on Thursday, May 14, 2020 at 11:00 AM. The site visit will be located at 750 Phelps St., San Francisco, CA 94124. All visitors must wear proper personal protective equipment when entering any construction area (steel toe boots, high visibility vest, hard hat, safety goggles, etc.) AND a face mask at all times while on-site.
