Project Description
The San Francisco Public Utilities Commission (SFPUC) is soliciting interest for a Public-Private-Partnership (P3) for the San Francisco Southeast Water Pollution Control Plant (SEP) Biogas Utilization Project. The P3 partner services may include, but are not limited to, successful implementation of all elements of a Biogas Utilization Project including financing, design, construction, operation, maintenance, and revenue generation. SFPUC is seeking to engage the P3 partner for all aspects of the project.

Located in Bayview Hunters Point, the SEP is San Francisco’s largest wastewater facility, responsible for treating nearly 80% of the City's flow. The SEP treats an average of 57 million gallons per day (MGD) of wastewater and handles 160 wet tons of biosolids each day. During a rainstorm, it has the capacity to treat up to 250MGD of wastewater. 

A major upgrade to the SEP, the Biosolids Digester Facilities Project (BDFP), will replace most of the solids treatment facilities over the next several years. The Biogas Utilization Project must be ready for operation prior to commissioning of the BDFP facilities, as early as 2025. The Biogas Utilization Project may begin interim operation with connection to the existing biogas management system sooner than 2025, if the P3 partner and SFPUC agree that this is technically and economically feasible.

The Biogas Utilization Project will include treating the digester gas to natural gas quality, injection into the nearby Pacific Gas & Electric (PG&E) natural gas pipeline, and sale as a renewable fuel eligible for environmental credit programs. SFPUC is open to alternative Biogas Utilization Project proposals that similarly achieves 100 percent biogas utilization, reduces local air emissions, and delivers best value to SFPUC and its rate payers. 

The Biogas Utilization Project will be the primary use of the biogas originated at the SEP.

Confirmation of interest is being requested from interested parties to enable the SFPUC to evaluate the project scope and delivery approach prior to a formal procurement process. 

Firms that are interested in submitting on a subsequent Request for Qualifications (RFQ) or Proposal (RFP) for this project are not required to respond to this RFI; however, interested parties are encouraged to respond as the information collected in the RFI will help the SFPUC determine or confirm the project approach. 

Interested parties are encouraged to submit the information stated in Section II – Market Survey, at the end of this RFI. Respondents may be invited to participate in follow-on discussions regarding project approach.
