The City and County of San Francisco’s (the “City” or “San Francisco”) San Francisco Public Utilities Commission (SFPUC) is issuing this Request for Qualifications (RFQ) in search of Candidates with the qualifications specified in this RFQ as a prerequisite to respond to the forthcoming Request For Bids (RFB) to design and construct the Kansas and Marin Streets Wet Weather Conveyance Tunnel (Project)
As part of its Sewer System Improvements Program (SSIP), the SFPUC is proposing the Project to improve the area’s sewer system performance during wet weather. The neighborhood surrounding the intersection of Kansas and Marin Streets has historically been subject to flooding during moderate to heavy storms. The City has identified and analyzed various solutions to the flooding challenges and completed an Alternatives Analysis Report (AAR) and a Conceptual Engineering Report (CER) to meet the Project’s needs. This proposed Project will provide an auxiliary sewer (an 8-foot diameter tunnel, approximately 900 feet long) that provides additional conveyance capacity and serves as a connection between an existing 12.5-foot x 6.5-foot reinforced concrete box sewer under Marin Street and another 20-foot x 30-foot reinforced concrete box sewer (the “Contract C Box”) inside the SFPUC’s property, Lot 31. The proposed auxiliary sewer would allow wet weather flows to enter the Contract C Box earlier, thereby, lowering the hydraulic grade line (HGL) of the Marin Street sewer. Based on the findings and results of the hydraulic analysis performed, the elements described below would meet the proposed project needs.
The SFPUC seeks to qualify Candidates with demonstrated experience and qualifications in the design and construction of tunnels, shafts, underground concrete structures, and the installation of sewer systems. Whether a Candidate has such qualifications will be determined through the evaluation process described in Section III of this RFQ. Candidates chosen through this process will be “Qualified Contractors” and will be notified of their eligibility to submit bids, via the forthcoming RFB, for construction services associated with the Project. Candidates responding to this RFQ do so with the understanding that the SFPUC does not guarantee the award of any contract or work as a result of qualification.
