Project Description
The objective of the project is to replace the existing sewers and street pavement at various locations within the City and County of San Francisco. 

Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B.  The LBE Subcontracting Participation Requirement is 15.00% and ONLY San Francisco (Local) Small & Micro-LBEs can be utilized to meet this requirement (Firms certified by SF Contract Monitoring Division).  SFPUC-LBEs cannot be utilized to meet the 15.00% LBE Subcontracting Participation Requirement. The LBE subcontracting requirement is less than 20% due to the specialty work, including but not limited to, removing obstruction requiring internal reaming from existing sewer prior to lining work; cured-in-place lining of existing 12-Inch and 16-inch diameter sewer; 14-inch nominal SDR 17 HDPE by pipe bursting method; mortaring of existing 3'x5' or 4'x5' brick sewer; etc. The specialty work on this Contract has limited LBE subcontractor availability to perform such work.  Please contact Kate Svyatets at (415) 551-4335 for further information.  Subcontracting opportunities may include, but not limited, to the following major types of work: sawcutting, excavation, traffic control and concrete.

Interested Bidders are encouraged to attend by remote means a teleconference pre-bid and contractor networking conference to be held on August 24, 2021 at 10:00 AM. To participate by remote means, please access the meeting at this website: https://sfwater.bluejeans.com/.  Enter meeting ID and click Join.  The meeting ID is 524 437 716 and Participant Passcode is 7604.  To participate by phone, dial +1. 408.915.6290 and enter the meeting ID followed by the # key and then the Participant Passcode and # key.  Attendance of remote attendees will be completed at the end of the pre-bid meeting.  Prime Bidder’s attendance at this conference is worth 15 points toward Chapter 14B “Good Faith Outreach” requirements. Documented attendance in the teleconference pre-bid meeting will satisfy this requirement.  Bidders must achieve at least 80 points (out of a possible 100 points), as determined by CMD, to be deemed compliant with the “Good Faith Outreach” requirements, except those who exceed the above stated LBE subcontracting participation requirement by 35% under Section 14B.8(B) of the Administrative Code.

SFPUC encourages Bidders to submit a Safety Prequalification Form at least 3-weeks prior to the date of Bid opening.  Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete.  SFPUC will notify Bidders who have passed the Safety Prequalification prior to or on the date of Bid opening.  Refer to Section 00 21 13 – Instructions to Bidders, “Bidder Qualifications” and Section 00 45 12 – Safety Prequalification for additional information.

A Class “A” California Contractors License is required to bid.  Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
