Project Description

The objective of the project is to install impressed current cathodic protection system at 11 different locations for the existing Bay Division Pipelines Nos. 1, 2, 3 and 4 and the Palo Alto Pipeline at locations in Fremont, Newark, Redwood City, Mountain View, Los Altos, Palo Alto and Stanford. The work for each location includes the installation of AC power to the rectifier, 300-feet deep anode, excavation to expose the existing pipeline for the structure test lead connections, associated conduits and wirings, and restoration of the excavated areas to match existing.

Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The LBE Subcontracting Participation Requirement is 3.00% and ONLY San Francisco (Local) Small & Micro-LBEs can be utilized to meet this requirement (Firms certified by SF Contract Monitoring Division). SFPUC-LBEs cannot be utilized to meet the 3.00% LBE Subcontracting Participation Requirement. Majority of the contract work requires a C-57 specialty license. Further, anode columns are to be installed at 11 different locations and through the aquifer without jeopardizing safety of drinking water. As such, the LBE availability is limited for this contract. Prime Bidder’s attendance at this conference is worth 15 points toward Chapter 14B “Good Faith Outreach” requirements. Documented attendance in the teleconference pre-bid meeting will satisfy this requirement. Bidders must achieve at least 80 points (out of a possible 100 points), as determined by CMD, to be deemed compliant with the “Good Faith Outreach” requirements, except those who exceed the above stated LBE subcontracting participation requirement by 35% under Section 14B.8(B) of the Administrative Code.

A site inspection will be held starting at 3534 Eugene St., Fremont at 9:00 AM on 6/16/2022. The site visit may extend beyond one day if necessary to complete the site inspection.

SFPUC encourages Bidders to submit a Safety Prequalification Form at least 3-weeks prior to the date of Bid opening. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders who have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 – Instructions to Bidders, “Bidder Qualifications” and Section 00 45 12 – Safety Prequalification for additional information.

Bidders are required to have Class “A” and “C-10” California Contractors Licenses in order to bid. Bidders or Bidders’ subcontractor shall have a valid California “C-57” license in order to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
