Alltech Engineering Corp
The City and County of San Francisco (the “City”), acting by and through the San Francisco Public Utilities Commission (“SFPUC”), is soliciting Proposals from qualified firms, teams, or joint ventures to provide Design-Build services for Contract: DB-135, O’Shaughnessy Dam New Bulkhead System (the “Project”).
Digital files of the RFQ&P package are available by request. To request these materials, email qbd@sfwater.org with this Contract No. DB-135, the firm name, full address, email address, phone number, copy of contractor’s license or business card, and a copy of a government-issued identification. Visit https://webapps.sfpuc.org/bids/ for updates. Please be advised that prior to receiving these materials, all requestors will be required to complete, sign, and comply with a Confidentiality Agreement.
Each Candidate must have a Class “A” California Contractor’s license that is current, active, and in good standing with the California Contractors State License Board (“CSLB”) on the date and time the Minimum Qualification Application is submitted and must submit this Minimum Qualification Application with all portions completed, including required attachments.
The “Proposer’s Team” is comprised of any combination of a Proposer, Lead Design Firm, Architects, Engineer(s), joint venture, subconsultants, subcontractors, and Key Personnel. Unless expressly stated otherwise, experience and qualifications must be evaluated based on the combined experience and qualifications of the Proposer’s Team. The term “Design-Builder” or “Contractor” in this RFQ&RFP refers to the successful Proposer.
SFPUC project staff will conduct a virtual only pre-proposal contractor networking conference on Monday, January 23, 2023 at 9:00 A.M. by remote means. To participate by remote means, please access the meeting at this website: https://sfwater.zoom.us. The Meeting ID is 846 6942 0656 and meeting Passcode is 256023.
A site visit is scheduled on Wednesday, February 1, 2023 at 10:30 A.M. at O’Shaughnessy Dam Crest..
Written questions regarding the RFQ&P shall be directed to qbd@sfwater.org no later than 2:00 pm on Tuesday, February 7, 2023.
Respondents shall submit their required written submittals in response to the RFQ&P no later than 2:00 pm on Thursday, March 2, 2023, addressed to:

The SFPUC will not consider any late submissions.
Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds. For this project, as set forth in detail in the contract, the SFPUC will issue purchase orders incrementally as needed to fund project work over the duration of the project, which serves the functions of Controller certification and encumbrance of project funds available for payments.
