Project Description

The objective of the project is to install various security improvements within the Millbrae Yard.  The work is to be performed in San Mateo County, California.  SFPUC has determined, in accordance with California Public Contract Code §3400, that certain items are “without equal” — refer to Section 00 21 13 (Instructions to Bidders), “Questions on Bid Documents, Addenda, Substitutions.” The Engineer's estimate is between $7,500,000 to $8,500,000. 

Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B and Section 2.01 of CMD Attachment 1.  The Local Business Enterprise (LBE) subcontracting requirement is 10.00%. The LBE subcontracting requirement can only be met with CMD certified San Francisco Micro and Small-LBEs.  The LBE sub requirement is below 20% due to specialized scopes of work for security equipment, such as Lenel access card readers, alarm monitoring system, and Milestone video surveillance. There are manufacturer specific certifications that the electrical contractor would need to have in order to install and commission the security devices. SFPUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s).  Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with CMD in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on CMD Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. A site inspection will be held at the Millbrae Yard (Address: 1000 El Camino Real, Millbrae, CA 94030) at 1:00 PM on 3/26/2024.  The site inspection shall be limited to no more than one representative per company.

A second site inspection will be held at the Millbrae Administration Building (Address: 1000 El Camino Real, Millbrae, CA 94030) at 1:00 PM on 4/15/2024.

SFPUC encourages Bidders to complete the Safety Prequalification Web Form at at least 3-weeks prior to the date of Bid opening in accordance with Section 00 21 13 – Instructions to Bidders.  Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete.  SFPUC will notify Bidders that have passed the Safety Prequalification prior to or on the date of Bid opening.  Refer to Section 00 21 13 – Instructions to Bidders, “Bidder Qualifications” and the website listed above for additional information.

A Class “A” California Contractors License is required to bid.  Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
