The San Francisco Public Utilities Commission (SFPUC) is soliciting interest and feedback for the implementation of the 525 Golden Gate On-Site Non-Potable Water System Project (Project). SFPUC will seek to engage potential builders and engineers for the delivery of the Project through a subsequent competitive process.
This Request for Interest (RFI) is for informational purposes only. SFPUC does not guarantee the accuracy of any information contained herein. The information is general and preliminary in nature, subject to change, and will provide the basis for discussion and planning by the SFPUC. No person, entity, or other party is entitled to rely on this RFI or the information contained herein for any purpose, including without limitation, submitting a bid or proposal, or entering into a contract related to the Project.
SFPUC will be upgrading its existing On-site Non-potable Water System (ONWS) at its headquarters in San Francisco (525 Golden Gate Avenue) to meet the new expected requirements set by the State Water Resources Control Board (SWRCB) Department of Drinking Water (DDW) draft regulations for on-site treatment and reuse of non-potable water, expected to be effective in April 2026. In addition to the new regulations by DDW, the upgrade of the ONWS shall meet the requirements set by the San Francisco Health Code Article 12C.
The primary project objectives may include:
1. Providing a non-potable on-site treatment system to supply in-building non-potable demands (i.e., toilet and urinal flushing) in compliance with the upcoming SWRCB DDW draft regulations for on-site treatment and reuse of non-potable water as well as the San Francisco Health Code Article 12C requirements. 2. Providing a potable treatment system that produces purified drinking water suitable for tastings. 3. Updating the existing non-potable on-site rainwater and stormwater system to only collect rainwater (roof runoff) to be used for irrigation of the building planters and extending the irrigation system to irrigate existing LM wetland cells. 4. Providing flexible and reliable systems that protect public health and are simple and safe to operate. 5. Minimizing the use of potable makeup water for non-potable uses. 6. Minimizing building operations disruptions during construction of the project.
SFPUC recognizes the value that market feedback can provide early in the Project development process. To this end, SFPUC seeks information and responses pertaining to the project scope, schedule, Minimum Qualifications, and proposed delivery method. Respondents who submit responses are under no obligation to propose if/when final procurement documents are released. Moreover, responses will not be attributed to a specific company, nor will specific responses be shared with other participants, unless required by law. Responses may be subject to Public Records Act or Sunshine Ordinance requests, with potential withholding rights pursuant to San Francisco Administrative Code section 67.24. SFPUC will endeavor to give the subject Respondent(s) reasonable notice of any such requests, to the extent possible, so that the Respondent(s) may seek court intervention prior to the production deadline.
Responses will be reviewed, and the Respondents notified individually if any additional information or a discussion is requested. SFPUC may offer meetings to teams that submit responses to this RFI for clarification or further discussion. In the event the SFPUC conducts meetings related to this RFI, the SFPUC will provide meeting participants with rules and expectations of said meetings.
