Project Description
The San Francisco Public Utilities Commission is a department of the City and County of San Francisco responsible for managing the City’s water, wastewater, and power utilities. Within SFPUC, the Wastewater Enterprise oversees the collection, treatment, and disposal of wastewater and stormwater throughout San Francisco. This agency operates one of the largest combined sewer systems in the United States and is tasked with meeting regulatory requirements and maintaining system reliability.

The Lower Alemany Area Stormwater Improvements Project directly supports these goals by improving conveyance capacity and reducing the likelihood of sewer surcharging and surface flooding during significant storm events in the lower Alemany area.

The project is to construct the Alemany Auxiliary Sewer, an approximately 1.4-mile-long conveyance designed to manage wet weather flows during major storm events. The alignment primarily follows Alemany Boulevard, Gaven Street (south of Interstate 280), and Boutwell Street (east of the Interstate 280 / U.S. Highway 101 interchange). The auxiliary sewer will connect upstream to the existing Alemany Sewer and downstream to the Industrial Sewer and Islais Creek Transport/Storage system, integrating new infrastructure with the City’s existing combined sewer system.

Due to the project’s technical complexity and interface risks, SFPUC requires that bidders demonstrate qualifications in both general civil construction and tunnel construction, either as a single entity, joint venture, or prime-subcontractor team. The following minimum qualification will be required by the General Contractor to construct this project. Please note that qualification statements are subject to modification in the forthcoming WW-756R construction contract.

1) Tunnel Construction in an Urban Environment Experiences: Contractor shall demonstrate at least two completed projects within 10 years utilizing a Tunnel Boring Machine (TBM) or Microtunnel Boring Machine (MTBM) with a 6 foot inside diameter and at least 2,400 linear footages of tunnels with traffic detours and other limitations related to working in an urban environment.

2) Utilities Construction Experiences: Contractor to show at least two completed projects involving a utility with the construction of a minimum 8-foot diameter pipe or equivalent utility in urban environment.

3) Utility Crossing under Major Highways Experiences: Contractor to show at least two completed projects involving installation of a utility larger than 60 inches outside diameter (OD) crossing under or working within Federal or State Department of Transportation (i.e., Caltrans) rights-of-way.

SFPUC seeks information and responses pertaining to contractors interested in bidding and to identify risks and concerns for SFPUC to consider and mitigate if appropriate. Respondents who submit responses are under no obligation to propose if/when final procurement documents are readvertised. Moreover, responses will not be attributed to a specific company, unless required by law. Responses may be subject to Public Records Act or Sunshine Ordinance requests, with potential withholding rights pursuant to San Francisco Administrative Code Section 67.24. SFPUC will endeavor to give the subject Respondent(s) reasonable notice of any such requests, to the extent possible, so that the Respondent(s) may seek court intervention prior to the production deadline. SFPUC may share unattributed responses to this RFI with other RFI participants and/or bidders on the readvertised procurement, without identifying the participants who submitted the responses.

SFPUC may seek to hold meetings or discussions with the Respondents to this RFI. In that event, SFPUC will issue further notice to all Respondents regarding the opportunity to meet and the guidelines for such meetings. If SFPUC provides this opportunity, it will be made available to all Respondents on equal terms.
