The San Francisco Public Utilities Commission (SFPUC) is issuing this Request for Qualifications (RFQ) in search of Candidates with the qualifications specified in this RFQ to be qualified to respond to the forthcoming Request for Proposals to design and construct the New Treasure Island Wastewater Treatment Plant Project under a Design-Build delivery approach. A “Candidate” is the Design-Build Team responding to this RFQ.
The new Treasure Island Water Resource Recovery Facility will be located on the northeast corner of Treasure Island in San Francisco, California and will provide tertiary treatment and wetlands to achieve an average dry weather flow capacity of at least 1.3 million gallons per day (MGD) and peak wet weather flow of 3.9 MGD. The project will include design, construction, start-up, commissioning, and training for the new wastewater treatment facilities.
The SFPUC seeks to pre-qualify Candidates with demonstrated experience and qualifications in the integrated design and construction of wastewater treatment plant facilities and associated equipment. SFPUC will determine whether a Candidate has such qualifications through the evaluation process described in Section III of this RFQ. SFPUC will notify Candidates participating in this procurement process of their eligibility to submit proposals for design and construction services associated with the project. Candidates responding to this RFQ do so with the understanding that the SFPUC does not guarantee the award of any contract or work as a result of qualification.
