The San Francisco Public Utilities Commission (“SFPUC”), a department of the City and County of San Francisco (the "City"), seeks to retain the services of a Design-Builder (“DB”) to provide design and construction services for the Moccasin Powerhouse Generator Rehabilitation ("MPGR") located in Moccasin, CA.
Design-Build services will include, but are not be limited to: 1. Scope 1: Rehabilitate two vertical shaft synchronous generators at the Moccasin Powerhouse. Each generator is rated 57.5 MVA, 13.8 kV, three-phase, 60 Hz, 0.9 power factor, 300 RPM (24 Poles), 330 field volts. 2. Scope 2: Replace the protective relaying for the two generators to be rehabilitated. 3. Scope 3: Perform an assessment to determine the structural integrity of the existing generator foundations. 4. Scope 4: Perform hazardous materials assessment and abatement for two generators and corresponding power and control circuit raceways.
The Local Business Enterprise (“LBE”) subconsulting and subcontracting participation requirements for this project are waived for both Design and Construction portions of the project.
The Local Hiring Goal for the Construction Phase of the Project is 30%.
The Project is subject to the requirements of the Water System Improvement Program Project Labor Agreement (‘WSIP PLA”) and the Second Addendum, thereto, dated July 23, 2019, collectively “PLA”.
The City has pre-qualified the following firms through a Request for Qualifications (RFQ) process. Only these four (4) firms, appearing in alphabetical order, will be allowed to submit Proposals in response to this RFB: 1. Burns & McDonnell Engineering Co. 2. General Electric Renewables US LLC 3. National Electric Coil Co. 4. Voith Hydro Inc.
