The objective of the project is to repair the structural elements for the Sunol Valley Chloramination Facility (SVCF) and Sunol Valley Water Treatment Plant (SVWTP) aqua ammonia structures including replacement of the SVCF aqua ammonia chemical storage tanks and associated appurtenances. The work is to be
performed in Alameda, California.
Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The LBE Subcontracting Participation Requirement is 9.00%. Both San Francisco Small & Micro-LBEs and SFPUC-LBEs (Firms certified by SF Contract Monitoring Division) can be utilized to meet this requirement. Due to a large portion of the work on this contract that involves highly specialized equipment that needs to be purchased and installed. Subcontracting opportunities may include, but not limited, to the following major types of work: structural reinforcing steel, concrete, welding, structural steel, coating, millwright, electrical, and plumbing. Please refer to Section 01 60 00 in the Specifications regarding the purchase of equipment to achieve the LBE subcontracting participation requirement.

Prime Bidder’s attendance at this conference is worth 15 points toward Chapter 14B “Good Faith Outreach” requirements. Documented attendance in the teleconference pre-bid meeting will satisfy this requirement. Bidders must achieve at least 80 points (out of a possible 100 points), as determined by CMD, to be deemed compliant with the “Good Faith Outreach” requirements, except those who exceed the above stated LBE subcontracting participation requirement by 35% under Section 14B.8(B) of the Administrative Code. The City will hold an optional site visit on 6/22/2021 at 1:00 P.M., starting at the San Antonio Pump Station, 5555 Calaveras Blvd, Sunol, CA. To attend the site visit, Bidders shall email Derek K. Wong, dkwong@sfwater.org with the name of each individual attendee no later than 4:00 P.M. on 6/21/2021. For social distancing reasons, site visit maybe be limited to ten individuals. All attendees will be subjected to an onsite health screening and required to supply their own construction safety as well as COVID19 personal protection equipment.
SFPUC encourages Bidders to submit a Safety Prequalification Form at least 3-weeks prior to the date of Bid opening. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders who have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 – Instructions to Bidders, “Bidder Qualifications” and Section 00 45 12 – Safety Prequalification for additional information.
A Class “A” California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
The City will hold an optional second site visit on Tuesday, 7/13/21 at 1:00 P.M., starting at the San Antonio Pump Station, 5555 Calaveras Blvd, Sunol, CA. To attend the site visit, Bidders shall email Cyrus Dela Cruz, cydelacruz@sfwater.org with the name of each individual attendee no later than 4:00 P.M. on 7/12/2021. For social distancing reasons, site visit maybe be limited to ten individuals. All attendees will be subjected to an onsite health screening and required to supply their own construction safety as well as COVID19 personal protection equipment.
