Project Description
The objective of the project is to improve existing San Joaquin Pipeline (SJPL) System so that it will allow safe personnel entry to segments of pipelines without a system shutdown. This contract is for the improvement of Phase 1A which focuses on SJPL #2. The scope of work will include 1) uprate a 60-inch butterfly valve on SJPL#2 in the Tesla Valve House; 2) Replace SJPL #2 related crossover butterfly valves by double knife gate valves in Pelican, Roselle and Emery Crossover Vaults; 3) Install 2 Removable Spool Pieces and new vaults at Tesla and Oakdale Portal for SJPL #2. The work is to be performed in San Joaquin County and Stanislaus County, California.

Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The LBE Subcontracting Participation Requirement is 8.00%. Both San Francisco Small & Micro-LBEs and SFPUC-LBEs (Firms certified by SF Contract Monitoring Division) can be utilized to meet this requirement. The requirement is less than 20% because approximately 40% of the total contract value will be used for purchasing large diameter valves and appurtenances. In addition, constraints such as the location of the work sites (spread across San Joaquin Valley from Tracy to Oakdale) and the construction timeframe (limited to 60-100 days during a yearly water system shut down) reduces the number of subcontractors available to perform work on the Contract. Please contact Vivian Liu at (415) 551-4814 for further information.
