Project Description

Please be advised that prior to receiving these materials, all requestors will be required to complete, sign, and comply with a Confidentiality Agreement.

The objective of the project to repair and replace existing wastewater facility process equipment nearing its end of useful life. Work to be performed includes selective hazardous material and abatement work; selective demolition; replacement of the existing grit classifier/hydrogritter process equipment; furnish and install of pressure gauges, valves, piping, hose, fittings, flushing ports; replacement of eleven (11) existing electrically actuated slide gates; replacement of five (5) existing primary influent pneumatic operated butterfly flow control valves; and support for appurtenant mechanical, electrical, and instrumentation and controls components. The work is to be performed in San Francisco, California.

Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The LBE Subcontracting Participation Requirement is 14.00% and ONLY San Francisco (Local) Small & Micro LBEs can be utilized to meet this requirement (Firms certified by SF Contract Monitoring Division). SFPUC-LBEs cannot be utilized to meet the 14.00% LBE Subcontracting Participation Requirement. Please contact Linda Rainaldi at (415) 581-2310 and linda.rainaldi@sfgov.org for further information. Prime Bidder’s attendance at this conference is worth 15 points toward Chapter 14B “Good Faith Outreach” requirements. Documented attendance in the teleconference pre-bid meeting will satisfy this requirement. Bidders must achieve at least 80 points (out of a possible 100 points), as determined by CMD, to be deemed compliant with the “Good Faith Outreach” requirements, except those who exceed the above stated LBE subcontracting participation requirement by 35% under Section 14B.8(B) of the Administrative Code.

A site inspection will be held at the Oceanside Water Pollution Control Plant, 3500 Great Highway, San Francisco, CA, at 10:00AM on Wednesday, 7/13/2022. Parking is not available at the site, so interested Bidders shall gather at “200 Herbst Road” at Skyline Boulevard (Highway 35) before 9:55AM PST on Wednesday, 7/13/22, and will be escorted on site by City Staff. Parking is available on Herbst Road. Interested Parties shall provide their own PPE, which includes hard hat, safety vest, appropriate footwear for an industrial setting, dust mask or cloth facial covering, and latex or rubber gloves (as-needed).

SFPUC encourages Bidders to submit a Safety Prequalification Form at least 3-weeks prior to the date of Bid opening. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders who have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 – Instructions to Bidders, “Bidder Qualifications” and Section 00 45 12 – Safety Prequalification for additional information.

A “Class A” California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
