The San Francisco Public Utilities Commission (SFPUC) is soliciting interest and feedback on project delivery methods and input on the alternative concepts being considered for the implementation of the Mountain Tunnel: South Fork Siphon Extension Improvements project (Project). SFPUC is seeking to engage the interest and input from potential builders, designers, and construction managers for all aspects of the Project.
This Request for Interest (RFI) is for informational purposes only. SFPUC does not guarantee the accuracy of any information contained herein. No person, entity, or other party is entitled to rely on this RFI or the information contained herein for any purpose, including without limitation submitting a bid or proposal or entering into a contract related to the Project.
The Mountain Tunnel is an 18.9-mile-long in-service water tunnel that has been operating since 1925 and is part of the Hetch Hetchy Water Conveyance System located in Tuolumne County. Potable water travels 160 miles via gravity from Yosemite to the San Francisco Bay Area. Together with the Alameda and Peninsula watersheds, the system delivers approximately 260 million gallons of water per day. Water flows from east to west under gravity conditions through the tunnel towards Priest Reservoir.
The South Fork Siphon Extension Improvements Project objectives are to: 1. Bypass the low cover and fractured rock section of the existing tunnel subject to leakage; 2. Restore original tunnel section; 3. Ensure a minimum 100-year service life; 4. Improve access to the siphon for unplanned emergency events, as well as routine inspection and maintenance; and 5. Improve road access with a minimum number of outages to complete the work and for future maintenance.
SFPUC requests confirmation of interest from interested parties to enable the SFPUC to evaluate the Project scope and delivery approach prior to a formal procurement process.
Firms that are interested in submitting on a subsequent Request for Qualifications (RFQ) or Proposal (RFP) for this Project are not required to respond to this RFI; however, interested parties are encouraged to respond as the information collected in the RFI will help the SFPUC determine or confirm the Project approach.
Interested parties are encouraged to submit the information requested in Section II – Market Survey, at the end of this RFI. SFPUC may invite each respondent to the RFI (Respondent) to participate in a follow up confidential discussion regarding their interest and approach.
