The objective of the project is to re-establish the flow path through the original spillway channel of the Cherry Valley Dam spillway and to replace the bridge deck of the Eleanor Dam Bridge, to extend the service life of the bridge until permanent improvements can be made; excavation and removal of landslide debris from Cherry Valley Dam spillway discharge channel side embankment and bank erosion protection to re-establish original discharge channel flow path; replacement of existing damaged 1” to 2” – thick concrete overlay atop the Eleanor Dam Bridge deck with new composite polyester polymer concrete as well as patch repair crack and voids in the bridge deck, girders and soffit. The work is to be performed in Tuolumne County, California.
Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B and Section 2.01 of CMD Attachment 6. The Local Business Enterprise (LBE) subcontracting requirement is 10.00%. The LBE subcontracting requirement can only be met with CMD certified San Francisco Micro and Small-LBEs and PUC-LBEs. The proposed work will be performed at two highly remote upcountry areas. One site is within the Yosemite National Park and the other one is right next to it but outside the park area, within the Stanislaus National Forest. There are limited LBE subcontractors available in the upcountry areas. Also, it is difficult to attract LBEs to come to work on the project due to difficult access, long commute time from the nearby towns, and relatively small contract work value. Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with CMD in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on CMD Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to CMD Attachment 6. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Interested parties are encouraged to attend the site inspection on Thursday, 11/13/2025. Meet at 8:00 A.M. in the Hetch Hetchy Water and Power Administration Building conference room, located at 1 Lakeshore Drive, Moccasin, CA 95347 where we will carpool to Cherry Valley Dam. The site inspection will occur at Cherry Dam from 10:00 A.M. to 11:00 A.M., and then interested parties will carpool to Eleanor Dam for a site inspection at Eleanor Dam from 12:00 P.M. to 1:00 P.M. After the site inspections, interested parties will carpool back to the Hetch Hetchy Water and Power Administration Building. See Section 00 21 13 for additional information. Bidders are limited to two persons per party, and are encouraged to bring proper personal protective equipment including but not limited to boots, hard hats, safety vests and safety glasses.
SFPUC encourages Bidders to complete the Safety Prequalification Web Form at https://www.sfpuc.gov/?construction-contracts?????/contract?-opportunities-payments/prequalify-construction at least 3-weeks prior to the date of Bid opening in accordance with Section 00 21 13 – Instructions to Bidders. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders that have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 – Instructions to Bidders, “Bidder Qualifications” and the website listed above for additional information.
A Class “A” California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
