The City and County of San Francisco (the “City”), acting by and through the San Francisco Public Utilities Commission (“SFPUC”), is soliciting Proposals from qualified firms, teams, or joint ventures (JV), or other qualified business entities (“Proposers”) to provide Design-Build services for Contract: DB-139R, Transmission Line Clearance Mitigation Moderate and Low Risk (the “Project”).

Project Background The SFPUC is a Department of the City and County of San Francisco (“City”) that supplies drinking water to 2.7 million customers in the four Bay Area counties of Alameda, Santa Clara, San Mateo, and San Francisco, and upcountry near Groveland in Tuolumne County, and provides sewer services to San Francisco residents, hydroelectric power to San Francisco’s municipal operations, and clean, renewable power to San Francisco customers. The SFPUC manages over 160 miles (320 circuit miles) of high voltage transmission lines. The SFPUC transmission lines begin at power generation facilities at the Early Intake Switchyard in Tuolumne County and end at Newark Substation in Alameda County.
Project Objectives The objective of the project is to perform clearance mitigations to spans of existing SFPUC owned and operated 115kV and 230kV overhead power transmission lines. SFPUC has identified a possible one-hundred and fifteen (115) moderate and low risk clearance detections and three (3) additional risk clearance sites. The existing subject circuits have been identified by the SFPUC as being non-compliant with California General Order 95 (GO 95) and the National Electrical Safety Code (NESC). The Design-Builder will be required to perform mitigation measures for these identified spans to bring them into compliance with NESC and G095 standards and design criteria. Work may include site grading, increased conductor tensions, installation of floating dead-end suspension assemblies, tower structure raises, tower replacement, intermediate mid-span tower structures, or one or more combinations of these methods, or implementation of other solutions.
Each Proposer must have a Class “A” and “C-10” California Contractor’s license which is current, active, and in good standing with the California Contractors State License Board (CSLB) on the date and time the Minimum Qualifications Application ("MQA") is submitted and must submit this MQA with all portions completed, including required attachments.
The “Proposer’s Team” is comprised of any combination of a Design-Builder, Lead Design Firm, Engineer(s), joint venture, subconsultants, subcontractors, and Key Team Members/Personnel. Unless expressly stated otherwise, experience and qualifications must be evaluated based on the combined experience and qualifications of the Proposer’s Team. The terms “Design-Builder”, “DB”, “Prime Builder", and “Contractor” are used interchangeably throughout this RFQ&P in reference to the Proposer selected by the SFPUC that enters into an agreement to perform the Work of this Project. “DB” also refers to the Design-Build project delivery method.
The Local Business Enterprise (“LBE”) subconsulting and subcontracting participation requirements for this Project are 10.00% for Design Services and 10.00% for Construction Services, respectively.

SFPUC will not conduct a site inspection at this time.
Written questions regarding the RFQ&P shall be directed to qbd@sfwater.org no later than 2:00 pm on March 12, 2026.
Proposers must electronically submit the required Minimum Qualifications Application ("MQA") and Proposal submission package in response to the RFQ&P no later than 2:00 P.M. on Thursday, March 19, 2026.
The SFPUC will not consider any late submissions.
