The City and County of San Francisco (the “City”), acting by and through the San Francisco Public Utilities Commission (“SFPUC”), is soliciting proposals from qualified firms, teams, or joint ventures (JV), or other qualified business entities (“Proposers”) to provide Design-Build services for Contract: DB-136, Wastewater Facilities Security Enhancements (the “Project”).
The SFPUC has pre-qualified firms (“Qualified Candidates”) through the Request for Qualifications (“RFQ”) process. As part of the RFQ, each firm’s Design Manager, Electrical Engineer, and Security Integrator were qualified as part of the Proposer’s Team. For the purposes of the RFP, the Security Integrator as defined in the RFQ is the same role as the Security Lead Integrator in the RFP. Only the Qualified Candidates, appearing below in alphabetical order, are eligible to submit proposals as a Proposer in response to this RFP:

Qualified Candidates must submit Appendix H: Supplemental Request for Qualifications (“SRFQ”), by May 27, 2026 at 4:00 PM, to: (1) qualify the Security Lead Integrator with new requirements; and (2) request substitution of Key Team Members, if any.
San Francisco Public Utilities Commission’s Wastewater Enterprise (WWE) operates and maintains San Francisco's combined sewer system and wastewater treatment facilities to protect public health and the environment. To mitigate security risks towards wastewater facilities, assets, staff, and operations from outside malevolent acts, SFPUC is implementing security upgrades across WWE’s various facilities (herein referred to as “Project”), within the duration stipulated in Section 00 73 02 Contract Time and Liquidated Damages. WWE facilities are operational 24 hours a day throughout the year and shall remain operational at all times during the implementation of the Project.
The LBE subcontracting participation requirement for the Design Phase is 8.00% and the LBE subcontracting participation requirement for the Construction Phase is 20.00%.
SFPUC project staff will conduct a pre-proposal conference on May 13, 2026 at 10:00 AM. The conference will be available by remote means only. The pre-proposal conference is held to offer information about the Project and the procurement process and answer any questions or requests for clarification on any items in the RFP. All potential Proposers are encouraged to attend.
SFPUC will conduct a site inspection on May 14, 2026 at 9:00 AM at Southeast Plant, 750 Phelps St. San Francisco, CA. After Southeast Plant, the site inspection will continue to Oceanside Treatment Plant, 3500 Great Highway, San Francisco, CA. Proposers are highly encouraged to attend.
