The City and County of San Francisco (the “City”), acting by and through the San Francisco Public Utilities Commission (“SFPUC”), is soliciting proposals from prequalified firms, teams, or joint ventures (“JV”), or other prequalified business entities (“Proposers”) to provide Design-Build services for Contract: DB-142, 525 Golden Gate Onsite Non-Potable Water System (the “Project”).
The SFPUC has pre-qualified the following firms (“Qualified Candidates”) through a Request for Qualifications (“RFQ”) process. Only the Qualified Candidates, appearing below in alphabetical order, are eligible to submit proposals as a Proposer in response to this RFP:
1. ACCO Engineered Systems, Inc. with Water Works Engineers, LLC 2. PCL Construction West Coast, Inc. with Stantec Consulting Services, Inc. 3. Webcor Construction, LP with AECOM Technical Services, Inc.
Project Overview: SFPUC will be upgrading its existing onsite non-potable water treatment system (ONWS) at its headquarters in San Francisco (525 Golden Gate Avenue) to meet the new requirements set by the State Water Resources Control Board (SWRCB) Department of Drinking Water (DDW) regulations for Onsite Treatment and Reuse of Non-potable Water adopted on November 18th, 2025. In addition to the new regulations by DDW the upgrade of the ONWS should meet the requirements set by the San Francisco Health Code Article 12C.
The Project objectives include: 1. Provide an ONWS to supply in building non-potable demands (i.e., toilet flushing) in compliance with the State Water Resources Control Board (SWRCB) Department of Drinking Water (DDW) regulations for Onsite Treatment and Reuse of Non-potable Water as well as the San Francisco Health Code Article 12C requirements. 2. Provide a direct potable reuse (DPR) treatment system that produces purified drinking water for tastings to be used for public outreach as an educational tool. Tours should be limited to serve purified water to no more than 25 people per day, and no more than 59 days per year. 3. Systems should protect public health and be simple and safe to operate while providing flexibility and reliability. 4. Minimize the use of potable makeup water for non-potable uses. 5. Minimize operator requirements and simplify and automate operations as much as feasible. 6. Provide an implementation strategy for the construction of the project that minimizes disruptions and retrofits required to the existing building systems and minimizes disruption to building operations.
The Local Business Enterprise (“LBE”) subcontracting requirement for the Design Phase is 11.00% and the LBE subcontracting requirement for the Construction Phase is 10.00%.
SFPUC project staff will conduct a pre-proposal conference on July 14, 2026 at 10:00 AM. The conference will be available by remote means only. SFPUC will conduct a site inspection on July 15, 2026 at 10:00 AM at SFPUC Headquarters, 525 Golden Gate Avenue, San Francisco, CA. All potential Proposers are encouraged to attend.
The deadline for SFPUC’s receipt of written questions, requests for information/clarifications, and requests for changes to the Terms & Conditions of the Agreement (Section 00 52 00) is August 17, 2026 at 2:00 PM.
The deadline for SFPUC’s receipt of the complete Proposal package is August 26, 2026 at 2:00 PM. Proposers must electronically submit the files via upload.
