The City and County of San Francisco (the “City”), acting by and through the San Francisco Public Utilities Commission (“SFPUC”), is soliciting Proposals from qualified firms, teams, or joint ventures to provide Design-Build services for Contract: DB-138, Southeast Treatment Plant (SEP) Biogas Utilization Project (the “Project”).
The objective of this Project is to provide new biogas utilization facilities in accordance with the requirements of this Specification to provide a reliable and sustainable long-term solution for the biogas generated at the SEP.
The Biogas Utilization Project will provide beneficial use of the biogas generated at the Southeast Treatment Plant (SEP) by converting the biogas from the new digesters to renewable natural gas (RNG) for pipeline injection. The scope of the Biogas Utilization Project includes, but it is not limited to, designing and constructing new facilities for biogas cleaning and separation (upgrading biogas to RNG), gas compressors and compressed gas lines (under Jerrold Avenue) for injection of the RNG into the existing Pacific Gas & Electric (PG&E) gas pipeline, and a thermal oxidizer to the treat tail gas before it is released into the atmosphere.
The Local Business Enterprise (“LBE”) subconsulting and subcontracting participation requirement for this Project is 7.00% for Design Services and 7.00% for Construction Services, respectively.
SFPUC project staff will conduct a pre-proposal contractor networking conference on Monday, August 12, 2024 at 9:00 A.M. The conference will be available by remote means only. The pre-proposal conference is held to offer information about the Project and the procurement process and answer any questions or requests for clarification on any items in the RFQ&P. All potential Proposers are encouraged to attend.
SFPUC scheduled a site visit on Tuesday, August 13, 2024 at 10:30 A.M. at SEP. Site visits maybe be limited to eight team members from each team (e.g. construction contractor, designer, subconsultants or subcontractors and suppliers). All attendees will be required to supply their own construction safety and personal protection equipment.
A secondary pre-proposal meeting will be scheduled for Tuesday, August 13, 2024, at 2:00 pm. This meeting will be optional, and it will specifically cover the PG&E interconnection system. Here are the Zoom details for this meeting:

The SFPUC requires Proposers to complete the Safety Prequalification Web Form (refer to https://sfpuc.gov/construction-contracts/contract-opportunities-payments/prequalify-construction for instructions) at least 3-weeks prior to the Proposal due date.
Each Prime Builder must have a Class “A” California Contractor’s license that is current, active, and in good standing with the California Contractors State License Board (“CSLB”) on the date and time the Minimum Qualification Application is submitted.
